It is just as easy to use Hertz.com or Avis.com to book a car rental at London Heathrow airport as it is anywhere else in the world. However, London can be a little more expensive than some places. Companies like AutoEurope, Kemwell, and Europe by Car may not be household names, but they are significant players in the European car rental market. These companies may contract with the larger rental companies and should be able to provide lower-cost rentals. Just be sure to check if they rent Minibuses as well as cars and regular buses. I have it on good authority that they do.
