Dynamics GP 9.0 Resolving SS Issues Caused by Different Percentage Employee and Employer Contribs

In January of 2011 Social Security contributions from Employee and Employer sides are no longer equal or historically referred as ‘match’. Employee contribution portion was reduced to 4.2% while employer part is still calculated at 6.2%. If you are current with Microsoft Business Solutions GP annual enhancement contract then you should consider upgrade either to version 2010 (formerly announced as 11.0) or at least 10.0. Both these releases are supported by MBS technical support team and all you need to do is apply regular US Payroll tax updates.

Some updates are packaged with current service pack and some of them are coming in the form of CAB files.  Service pack applying is minor surgery and we recommend it to be scheduled toward the end of the week when all the users could be logged off.  There is common misunderstanding on what could be done to enable 4.2 and 6.2 rates for older version such as 9.0.  We would like to cover this gap in this small publication:

1. Important consideration is if release 9.0 was under support in December of 2010 and January of 2011 when Round One and Round Two of Tax update were released.  And in fact it was supported at that time.  Round Two actually has the split from one field for FICA to two staying for employee and employer portions

2. So is it possible to decouple FICA for 9.0?  You bet it is possible.  Call your provider and have them apply Tax Update for 2011 released in late January of 2011 for 9.0.  There are both CAB file for tables update and service pack with all patches applied

3. How to be sure that the work is done?  We recommend you to look at table UPR41302 and verify that now you have rows with FICAS and EFICS by TAXCODE column.  Then be sure that you applied service pack associated with the update as if not then business logic doesn’t know that it has to look at EFICS (employer percentage for FICA)

4. Are we done by now?  Probably not as we are in the year of 2012 at this point.  In 2011 we saw active legislating on the level of the states.  For example here in the state of Illinois our personal state tax went up from 3% to 5% and was associated with some scandals in Illinois senate.  We are not state level tax experts but we were watching as numerous USA states were increasing personal income tax rates.  Second consideration is limit for taxation.  It is slowly raising in the approximate pace with inflation

5. How do we update State tax rate and limits?  You can do it manually especially when you have all your employees residing in one or couple of states.  Second option is to contact your reseller and have them update your UPR tables from their current Dynamics database.  If they are not comfortable then feel free to call Alba Spectrum where consulting team is providing such a service

6. What if we are on version 8.0 or earlier such as 7.5,Dynamics GP 9.0 Resolving SS Issues Caused by Different Percentage Employee and Employer Contribs Articles 7.0, 6.0, 5.5, 5.0 or 4.0?  State tax rates and limits could be updated but there is no option for FICA mismatch.  However Microsoft issued recommendation on how to handle the issue with FICA in General Ledger directly.  The idea is simple – you are setting FICA to 4.2% and this step ensures that W2 are accurate.  And you do GL entry increasing FICA employer portion to be increased to 6.2%
