Capital expenditure includes Eskom’s Medupi and Kusile power stations and the Ingula pumped storage scheme straddling the Free State and KwaZulu-Natal.
Mr Milne said on Friday the figures "included the expenditure on those very large capital projects".

This was bad news for major South African infrastructure groups who were battling to survive. The National Planning Commission had recently identified a 30% fall in public sector spending since 2008.
Steel and Engineering Industries Federation of South Africa chief economist Henk Langenhoven said on Friday that spending by Transnet and Eskom constituted the bulk of the R844bn.
"The R300bn Transnet is going to spend is mainly on rolling stock, not civil engineering," he said.
But this would have a positive effect on the steel and engineering sectors, he said.
