By default option, WordPress disables comments on all the pages and enables them on all the posts. You can change this enable/disable option for your entire site or you can select the pages and posts.
To stop the future comments on all your pages and post first in your dashboard go to Settings > Discussion. Once there uncheck the option "allow people to post comments on articles". If you want here you can disable pingbacks and trackbacks also. From hereafter, people won't be able to able to comments on your future posts.
The only problem with that option is that won't stop comments on the existing posts. If you want to stop even these, on your dashboard go to Comments. Then Bulk Actions > Move to Trash and then click Apply to delete them all.
In case you wish to stop the comments on particular posts or pages, on your dashboard go to All Posts. After you have selected the posts click on Bulk Actions > Edit > Apply. After that, a new option will appear and it's Bulk Edit where you can select "Do Not Allow" to stop the comments.
Another case might be that you want to stop the comments some time or on some old posts. To do that again in All Posts, select the post and click Edit Post. Now below the writing area, you will be able to see a heading Discussion. In case you don't see it you can enable "Discussion" under "Screen Options by unchecking "Allow Comments".
Another way to manage your comments section is by using a free plugin. For this on your dashboard go to Plugins > Add New and on the search bar type "Disable Comments". Install and activate the plugin create by WP DEVELOPERS. This does pretty much all the things mentioned above. Can globally disable all comments or for specific posts. You might want to have this only because it's super easy to use and the options are all in one place.
