1 - Publish your site when you think it is done and the public can have a nice experience. Do not use previews or drafts versions.
2 - Have the site name/description somewhere inside a page and in the title.
Example: this site has the title "Improve Google PageRank" which is the main focus,
and also in the Home page, the description contains some nice keywords.
This is because Google also considers the density where keywords appear. It is hard to know the exact density to use because nobody know the algorithm that Google uses, but I recommend not to repeat keywords more than 3 times inside the home page.
