Where is the limit of our eyes?
Unit of measure of the brightness or intensity of the light is lumens (LM). For example, mostly of the artificial light intensity is 400 to 600 lumens in indoor situation. But for sunny day and outside, the brightness there has a larger range, 1000 lumens brightness of shade; highway with large cement pavement will be around 6000 lumens.
If brightness under 3500 lumens, our eyes are feeling OK. But when the direct light or brightness of the reflected light reach 4000 lumen, human eyes start to get hard to receive light - this will be "Wow! That's too bright". When we try to look at these very bright areas, only see a white Flash, this is the glare. It case discomfort and harmful, so in order to reduce the light get in, we begin to narrow our eyes.
Once the brightness reaches 10,000 lumen, our eyes received a too strong light and will fully filtered it. And a long time intense lighting can be harmful, even leading permanent blindness.
On a clear day, a large snow area can reflect light as high as 12,000 lumens, if we are directly look at the light without any protection would get the "snow blindness". So, please do not do such thing when you are in this situation - for protect our-self, we need see/know the way first.

If you want find the exactly answer of this question, it maybe impossible - way too many variables --- The unit's flux , glare, beam spread, color temperatures, flicker are all general considerations ... they all factor in to perceived brightness beyond the lumen metric - or what might be seen as too much brightess.
Then there are variables based on the respondents actual eyes- are they a teen's eyes or those the eyes of octogenarians.
The answer will be a biased opinion, not exactly data. Just like when we look at a 60degree 40W COB downlight with 3500 lumens, we only can see a bright white point. But, when the 3500 lumens is from a 2x2ft panel light, nothing feel like the downlight.
